There must be some high principle which keeps such men as Dr. Medhurst and Dr. Legge from following the example of the Gutzlaffs and the Parkers, and that principle must be a principle superior to the mammon principle.

Captain Cowper's letter to the Colonial Secretary
Office of the Surveyor General,
Victoria Hong Kong,
16 May, 1855.
Sir,
I have the honor to report for His Excellency's information that having frequently visited and inspected the Chinese locations and burying Ground South of Staunton Street and The Police Station at Treacherous Point and having done so more particularly during the last few days I find nothing surprising in the fever afflicting that neighbourhood except that it is not so virulent and extended in its action as might have been reasonably anticipated.
The Ground is on the surface covered with filth and at an average depth of two feet below the bodies of Chinese putrefy and infect the air. The Stream running down the centre of the Valley is tainted both by the surface filth and exhalations of putrid carcases.
Along the side of and over the stream itself, numerous huts of squatters nevertheless exist when the water reaches Hollywood Head charged although it be with poison it is taken in pails by the Chinese for domestic purposes.
I solicit His Excellency's earnest attention to these matters.
